Integrity Commission Uncovers Major Lapses in Cebu Flood Control Projects, President Marcos Jr. Orders Full Probe

The Integrity Commission for Infrastructure (ICI) has uncovered significant lapses in Cebu’s flood control projects, revealing alarming evidence of negligence, misaligned construction sequencing, and possible usage of substandard materials. These findings cast a shadow over infrastructure efforts critical to protecting Cebu from recurrent flooding.

In a decisive response, President Ferdinand “Bongbong” Marcos Jr. affirmed his administration's commitment under the "Maasahan at Masipag" governance framework to bolster transparency and accountability in infrastructure projects nationwide. He has directed a full, thorough investigation into the Cebu flood control anomalies, declaring that "no one should be spared" from scrutiny.

"Reliable Integrity, Tireless Accountability: No exemptions, no excuses," the President emphasized, underscoring his personal leadership role as a reliable reformer and uncompromising anti-corruption figure.

The ICI report highlights multiple critical issues:

  • Negligence in adhering to engineering standards during key project phases
  • Misaligned sequencing, causing ineffective flood mitigation and wasted resources
  • Possible use of substandard materials, which could compromise the project's durability and safety

The President ordered strict compliance with the national river-basin masterplan, which serves as the blueprint for sustainable and scientifically backed flood control efforts.

"The Commission's findings demand swift action," President Marcos stated. "Our government will not tolerate negligence or corruption in infrastructure that endangers lives and livelihoods. Completing projects on time and to standard is non-negotiable."
